I currently wear a 3/8 inch or 9.45MM flatback. But I feel its too long. at rest the ball sits 2mm away from my lip. the piercing is 7 months old and fully healed. I'm torn between going to a 1/4 inch (6mm) or 5/16 (8mm)
how close it too tight?
My current 3/8 inch gets caught on my teeth when i eat frequently. And I would prefer if it sat much closer to the lip

It's hard for us to tell, because people's lips don't always measure the same. Try going with the next smaller size and see how that works for you.

It comes with the territory; piercees have to be financially responsible enough to be able to purchase jewelry changes. A visit to a piercer for expert advice and measurement can help, but remember to compensate the piercer for his/her time, even if it's just a tip.

I know, I've got 7 piercings, My old piercer was great, he did all my work but moved to the west coast. I'm having a hard time finding a good piercer in Washington DC. Everywhere I go, they lack the proper measurement calipers to see exactly what size i need.

well, difficult to tell your experience from your (non-existent) profile!
crappy piercers are legion, but there are some gems out there. keep looking, and good luck!

Well my monroe is a 1/4" bar..and it's perfect for me. I had to have it ordered in custom by my piercer though.
I think length depends on what you're comfortable with. Mine doesn't touch my teeth or gums at all and has settled into a little "nook" on the inside of my lip.
I'd say it's too long if it randomly gets caught on your teeth or is rubbing..my old monroe did that before I got smaller jewellery.
